Texture before paint, always
Sand, grit or paste goes on before the figure is attached where possible, and certainly before the base is painted. Trying to add texture around a finished figure is fiddly and usually ends with paste on a boot.
Keep the palette quieter than the figure
The base is a stage, not a competitor. Muted earth tones let the figure read clearly; a brightly coloured base fights it and makes the whole thing harder to look at.
Seal the rim
A clean painted edge around the base rim reads as intentional even when the texture inside is simple. It is thirty seconds of work and it is what makes a batch of models look like a set.
