Almost every miniature painting problem that is not a brush problem is a consistency problem. Paint straight from the pot is too thick for smooth coverage on small surfaces, and paint thinned too far runs into every recess it can find.

Milk is the usual target

For base coats, thin until the paint runs off the brush in a smooth line rather than a blob. That is roughly the consistency of milk, and it usually takes two coats to cover rather than one thick pass.

Two thin coats really is faster

A thick coat hides detail and takes longer to dry through. Two thin ones cover as well, keep the edges sharp and are dry sooner in total. This is repeated so often because it is the single biggest visible difference between a first model and a fifth.

Water is not always the right thinner

Water dilutes the binder as well as the pigment, and past a point the paint stops adhering. A dedicated thinner or a medium keeps the binder proportion right, which matters most for glazes and very thin layers.
